6 foreign airlines have complained against the Immigration Bureau’s practice of off-loading departing passengers at the NAIA. About 30,000 ticketed passengers have been off-loaded for the last 8 months purely on the say so of one Immigration officer who suspects that a departing passenger maybe a victim of human trafficking.
Four Filipinos bound for Malaysia have filed an administrative case against a BI officer Malinao for preventing them from leaving for Kota Kinabalu.
The airlines said they are losing millions because seats of off-loaded passengers can no longer be sold. They said they cannot file a formal complaint because no document is issued by the Immigration officer when they decide to off-load a passenger.
Commissioner Ricardo David should stop the unconstitutional practice which violates a person’s right to travel. Former Commissioner Marcelino Libanan who did not authorize such a practice said the determination of a potential “tourist worker” should be made by DFA.
